Disaster Overview : On July 10, 2009, Tropical Storm Soudelor brought heavy rains to Ilocos Norte in the Philippines, causing severe flooding across the region. The deluge resulted in flooding in four municipalities and one city. Major roads were rendered impassable, and a total of 4,063 families, or 19,845 persons, were significantly affected by the floodwaters.
