Disaster Overview : Tropical Storm Higos, initially named Pablo in the Philippines, struck Eastern Samar on September 30, 2008. The storm subsequently impacted various regions, causing widespread flash floods and significant disruptions. By October 5, Higos had downgraded to a low-pressure storm upon leaving Hainan, China. Despite its economic impact, the storm contributed to alleviating drought conditions in the region by significantly increasing water levels in reservoirs.
