Disaster Overview : The Malagasy Migratory Locust plague in Madagascar, which began in April 2012, came at a time when food insecurity and malnutrition rates were already high. It was estimated that the food security of about 13 million people, or 60 percent of the population, could be affected without large-scale control operations. A comprehensive three-year program was initiated by the Ministry of Agriculture and Rural Development of Madagascar and the Food and Agriculture Organization (FAO) to handle the situation from 2013 to 2016.
