Disaster Overview : Hurricane Otto, a Category 2 hurricane, struck Central America in late November 2016, causing significant damage and displacement, particularly in Costa Rica. Declared emergencies and red alerts were issued as communities faced heavy rains and widespread infrastructural damage.
