Disaster Overview : In February 1999, the Southern island of Mindanao in the Philippines experienced torrential rain that caused catastrophic flooding. The government declared a state of emergency, attributing the floods primarily to indiscriminate logging and deforestation. Major provinces such as Agusan del Norte, Agusan del Sur, Surigao del Norte, and Surigao del Sur were severely affected. The disaster led to the loss of 23 lives and rendered half a million people homeless.
