Disaster Overview : In late August 1996, heavy rains in the upper catchment areas of the Mekong River in Lao PDR and Cambodia triggered high water levels downstream in Vietnam. By early October, the Vietnamese government’s hydro-meteorological services reported rapidly rising water levels, predicting a possible crest between October 7 and 17. The ensuing floods caused significant loss of life and damage in the southern provinces, as well as prompting emergency measures for flood control and damage reduction.
